Board Acts On Bar Agreement Amendment, President Transition, And Fiscal Policy

Board members met September 1 and took action on several economic development items, including an updated administrative services agreement, an updated fiscal policy, an amendment tied to Nowhere Bar at 501 West Walnut Street, and a transition agreement involving the CDC president. The meeting also included an executive-session item tied to the CDC president’s employment contract and performance bonuses.

Bonus Motion Came Out Of Executive Session

After a closed executive session, the board returned to open meeting with one action item tied to the CDC president’s employment contract and performance bonuses. A motion was made to provide the president an employment incentive on terms discussed in executive session. The transcript indicates a second was made, but it does not clearly show the final vote result.

City And CDC Agreement Was Reviewed In Detail

Staff walked through an updated administrative services agreement between the City of Celina and the CDC. Staff said the agreement addresses personnel, payroll, financial administration, procurement, office space, and administrative service arrangements, while the CDC board retains responsibility for strategic priorities and corporate actions and maintains authority over projects, programs, budgets, contracts, and financial policies.
